Officials have not given a cause or death toll, citing the "very active and delicate" situation at Canadian Forces Base Wainwright.
"We have neighbours who are either serving or former members of the Canadian Armed Forces. We're integrated, our kids play in the same hockey teams, attend the same schools," he told CBC.
